API changelog V4.10

Breaking Changes

1. Date Times are now returned in ISO 8601 format (e.g. 2011-08-12T20:17:46.384Z) 
2. Date fields must still be input in Y-m-d or Y-m-d H:i:s format (e.g. 2023-12-31 or 2023-12-31 00:00:00) 
3. The API will now perform validation of enums. Please be advised that enums are case sensitive.
